The third level of the tower is square and has no windows. On top of the tower is a white bell and clock tower, with a traditional round clock face and a visible bronze bell. A blue flag with a gold crown flies at the very top. The entire palace is simple, symmetrical, and flat except for the central tower, which is clearly the tallest and only vertical element.
