An old harbor area is abandoned and no longer in use. It is now to be transformed into an extremely attractive area. The proximity to the water and the relatively central location make the potential high. Politicians have realized that over the past 50 years, cultural values have been neglected, and unique areas have been unconsciously replaced with generic buildings, creating blocks that have no identity or appeal whatsoever. Now they want to remedy this by investing in and redeveloping the harbor area so that it becomes an exceptionally cozy, attractive place that benefits the whole city—somewhere everyone wants to go. However, there is no agreement on how it should be done. Some want to build in an old-fashioned, small-scale, and carefully crafted way, while others want to build in a more modern and perhaps more imaginative style. Someone suggests constructing the area as a combination of both, but in that case, others say, it still needs to function as a harmonious whole and look natural.
